Why is Oregon's IFTA rate $0.0000?

Oregon is the IFTA outlier: it taxes intrastate trucking by weight and miles travelled (a weight-mile tax) instead of fuel gallons, so the IFTA diesel rate is locked at $0.0000/gal. If you operate in Oregon you still file IFTA for tracking purposes, but the Oregon line will always be zero.
